Board Briefs for Monday, April 25, 2016 Planning and Regular Meeting

Below is a synopsis of the April 25, 2016 planning and regular meeting of the Muscatine Schools' Board of Education. The meetings were held at Muscatine High School in Student Commons.


Planning Meeting

Tyler Riley from FEH Architects presented information on the different Phases of the MHS Construction Project that was developed five years ago. He reviewed the next phase in depth--Phase II-- which includes the new gymnasium entrance and new weight room. Because of the timing of the project, the architect is evaluating the best time to release bids for this part of the project.

Regular Meeting


  1. No one spoke during Citizens Speak.
  2. The consent agenda was approved which included:
    1. Minutes of the April 11, 2016 Regular Session.
    2. Employment Recommendations:
      1. Resignations - Certified Staff: Rachel Gute Brisker - Grant First Grade, Chanda Hassett - CPDL, Valarie Paca - Reading Support at Franklin/Jefferson, Kathleen Nietzel - Home School.
      2. Resignations -Schedule C: Claire Mueller - MHS Language Arts Curriculum Coordinator, Kelly Preslan - MHS Assistant Music, Molly LaRue - MHS Cheerleading Assistant, Alexandra Henke - MHS Cheerleading Assistant, Wade McLeod - MHS Head Wrestling.
      3. Hires - Certified Staff: Mark Begey - Special Ed Strategist I at MHS.
      4. Hires - Administration: Thomas Anderson - Director of Finance, Mary Beilke - Elementary Principal - Mulberry, Becky Wichers - Director of Teaching and Learning.
      5. Hires - Schedule C: Micaela Haight - MHS Assistant Girls Track, Joseph Kane - MHS Head Wrestling.
    3. Policies (401.8 Physical Examinations was removed from the consent agenda)

    4. Student Teaching Agreement with Iowa Wesleyan College.
    5. Bills and Claims Against the District dated April 25, 2016.
  3. Approved deleting 401.8 Physical Examinations.
  4. Approved the district to seek bids for 1,760 Chromebooks for MHS.
  5. Approved the bid from All American, Inc. in the amount of $303,694.70 which includes Alternate 1 for the MHS Roadway Replacement Project. Estimated date for the project to begin is June 1 and estimated date for completion is July 15, 2016.
  6. Approved the bid from Wenger Corporation in the amount of $208,579 for the MHS Auditorium Seating Project. The new seats should be in and read by the start of school.
  7. Approved the salary adjustment for non-bargaining unit employees.

  9. The board discussed putting the Physical, Plant & Equipment Levy on the ballot soon.
  10. The following announcements of meetings and events were made:
    1. April 26 - Old Jefferson Elementary Time Capsule Unveiling at 8:30 a.m. at the Jefferson Gymnasium.
    2. May 9 - Regular Board Meeting at 7 p.m. at City Hall.
    3. May 15 - Excellence in Education Program at 2 p.m. at MHS Auditorium.
    4. May 22 - Graduation Ceremony for the Class of 2016 at 2 p.m. at MHS Gymnasium.
    5. May 27 - Student's Last Day; 2-hour Early Dismissal.
    6. May 30 - Memorial Day.
    7. May 31 - Last Day for Teachers.
