Board Briefs for Monday, December 12, 2016 Regular Board Meeting

The Muscatine Schools' Board of Education met in regular session on Monday, December 12, 2016 at 7 PM at City Hall in Council Chambers. Those members present: Tim Bower, John Dabeet, Randy Naber, and Mary Wildermuth. Absent: Tammi Drawbaugh, Aaron Finn, and Nathan Mather. Also present: Superintendent Jerry Riibe and Director of Finance Tom Anderson.
  1. The student council was not available for their report due to school conflicts.
  2. Ashley Mohror, Heather Trego, Dave Hartman, Joy Schrock, and Dixie Luna were honored with December's Employee Recognition Awards. They were nominated by their peers for going above and beyond on a continual basis for students, staff, and parents. 
  3. The board held a public hearing on the sale of Washington Elementary. There were no oral or written comments.
  4. No one spoke during Citizens Speak.
  5. The consent agenda was approved which included:
    1. Minutes of November 14, 2016 Regular Session.
    2. Employment Recommendations
      1. New Hires - Certified Staff: Crystal Pottebaum, Spanish Teacher at MHS.

    1. December 21, 2016 - 2-hour early dismissal.

Board Briefs for Monday, November 14, 2016 Regular Board Meeting

The Muscatine Schools' Board of Education met in regular session on Monday, November 14, 2016 at 7 PM at City Hall in Council Chambers. Those members present: Tim Bower, John Dabeet, Tammi Drawbaugh, Aaron Finn, Nathan Mather, Randy Naber, and Mary Wildermuth. Also present: Superintendent Jerry Riibe and Director of Finance Tom Anderson.
  1. Shawn Larson-Walgren, Jan Hoffman, Shannon Walker, Robin Graettinger, and Kathi Eichelberger were honored with November's Employee Recognition Awards. They were nominated by their peers for going above and beyond on a continual basis for students, staff, and parents.

  7. Approved a Resolution for Public Hearing for the sale of Washington Elementary, 610 Maiden Lane for Monday, December 12, 2016 at 7 p.m. at City Hall.
  8. Approved the district's participation in the Community Marketing Initiative.
  9. Awarded purchase of 5 Blue Bird propane buses from School Bus Sales and one van from Mincer Ford.
  10. Approved the contract with Bush Construction for Construction Manager Services for the MHS Gym Addition and Renovation Project.

Board Briefs for Monday, October 24, 2016 Work Session

The board met in work session on Monday, October 24, 2016 at 6 p.m. at the Administration Center. Board members present: President Tammi Drawbaugh, Vice President Mary Wildermuth, Board Members: Tim Bower, John Dabeet, Aaron Finn, Nathan Mather, and Randy Naber. Also presenting: Superintendent Jerry Riibe, Associate Superintendent Mike McGrory, Director of Finance Tom Anderson, and Facilities Supervisor Jeff Miller.

Below is a synopsis of the meeting:

Facilities Issues

Superintendent Riibe reviewed goals for district facilities:

  • Facility goals should compliment and support district vision and goals.
  • Facility planning should include management and development.
  • Facility goals should include long-term fiscal commitment and support.

Associate Superintendent Mike McGrory provided a powerpoint on the Physical Plant and Equipment Levy funds, current and future projects.

Facilities Supervisor Jeff Miller provided information on the benefits of hiring a Construction Manager as opposed to hiring a general contractor for future large projects.

Student Enrollment and Budget Implications

Superintendent Riibe and Director of Finance Tom Anderson reviewed the district's financial position noting that the district lost 85.8 students as of official count date. Currently the district is under budget guarantee for this year.

Superintendent Riibe noted the following about Enrollment and Budget:
  • Long-term budget planning should compliment and support district vision and goals.
  • Budget planning should strive to keep personnel support and student needs connected.
  • Budget planning should maintain appropriate levels of financial reserves.
Also discussed was the possibility of opening up some type of retirement incentive for all job classifications for next year. Administration will present different options to the board at its meeting in November as well as report out what has been saved in previous years from other early retirement incentives and savings through attrition.

Superintendent Evaluation: Vision

Superintendent Riibe provided his vision statement as a Superintendent: "A district of excellence provides students, families, and the community rigor, relevance, relationships, responsibility, and results." He noted that as the board goes through the process of setting long-term goals, it is his hope that this vision moves from his to that of the board.

Other

The District Needs Assessment received over 1,000 responses from staff, parents, and community members.  The University of Iowa was very happy with this number stating that this is higher than any survey they have conducted. The University of Iowa team will meet with the District Advisory Committee during the day on November 21 and then with the School Improvement Advisory Committee that evening. After this, their team will review all of the information and report back to the board sometime in January.

The next meeting of the board will be Monday, November 14, 2016 at 7 PM at City Hall in Council Chambers.

Facilities Supervisor Jeff Miller provided information on the benefits of hiring a Construction Manager as opposed to hiring a general contractor for future large projects.

Student Enrollment and Budget Implications

Superintendent Riibe and Director of Finance Tom Anderson reviewed the district's financial position noting noting that the district lost 85.8 students as of official count date. Currently the district is under budget guarantee for this year. 

Also discussed was the possibility of opening up some type of retirement incentive for all job classifications for next year. Administration will present different options to the board at its meeting in November as well as report out what has been saved in previous years from other early retirement incentives and savings through attrition.

Superintendent Evaluation: Vision

Superintendent Riibe provided his vision statement as a Superintendent: "A district of excellence provides students, families, and the community rigor, relevance, relationships, responsibility, and results." He noted that as the board goes through the process of setting long-term goals, it is his hope that this vision moves from his to that of the board.

Other

The District Needs Assessment received over 1,000 responses from staff, parents, and community members.  The University of Iowa was very happy with this number stating that this is higher than any survey they have conducted. The University of Iowa team will meet with the District Advisory Committee during the day on November 21 and then with the School Improvement Advisory Committee that evening. After this, their team will review all of the information and report back to the board sometime in January.

The next meeting of the board will be Monday, November 14, 2016 at 7 PM at City Hall in Council Chambers.

    1. Rebecca Paulson spoke in favor of reinstating Accelerated Reader at the elementary level.

      4. Reviewed Phase III of MHS Reconstruction Project.
        1. plan is to begin in 2017-18.
        2. looking at adding a steel-type building for a new industrial arts/ag area and then remodeling the current industrial/ag area for the new science labs.
      5. Discussed age of buildings and the need to take an in depth look at CMS as it is now the oldest building in the district and will need some significant upgrades to keep it sustainable.
    6. Due to time constraints, Finance and Human Resource information was tabled and will be reviewed at the October work session, Monday, October 24th.
