Board Briefs for Monday, January 14, 2019 Regular Meeting

The Board of Education met in regular session on Monday, January 14, 2019, at 7 p.m. at City Hall. President Tammi Drawbaugh called the meeting to order. Directors John Dabeet, Aaron Finn, Nathan Mather, Randy Naber, and Mary Wildermuth were present. Director Toby McCarter was absent. Also present were Superintendent Jerry Riibe, Assistant Superintendent Mike McGrory, and Director of Finance Tom Anderson.

  1. The board recited the Pledge of Allegiance.
  2. Visitors and media representatives were welcomed.
  3. The public hearing was held for the proposed plans, specifications, proposed form of contract, and the estimated cost of said improvements for the Colorado Elementary Project, McKinley Elementary Project, and Muscatine High School Science/STEM Project.
    1. There were no oral/written comments.
  4. No one spoke for Citizen Speaks.
  5. MHS Student Council updated the board on recent and upcoming student council activities.
  6. The following individuals were recognized as Muscatine Schools Outstanding Employees for January: Linda Aldridge, Jordan Meyer, Amanda Pursell, Korine Schlawin, and Angela Sage. 
  7. Board Targets/Goals Report, Superintendent Riibe updated the board on the proposed program audit.
  8. The consent agenda was approved including:
    1. Minutes of the December 10, 2018, Regular Meeting.
    2. Employment Recommendations:
      1. Temporary Contracts - Certified Staff: Megan Cleveland, Spanish, MHS effective 1/2/19 for the remainder of the 2018-19 academic year; Amy Justus, 8th Grade ELA, CMS effective 12/17/18 for the remainder of the 2018-19 academic year.
      2. New Hires - Schedule C: Joanna Brewer, MS Stage and Drama; Derek Schipper, MS Boys Basketball, CMS.
      3. Resignations - Schedule C: Konnie Hurlbut, Assistant Softball, MHS.
    3. Bills and Claims Against the District dated January 14, 2019.
    4. Special Education Contracts with UnityPoint at Home and Louisa-Muscatine.
  9.  The early retirees for FY 19 were approved:

  10. Approved the request to the School Budget Review Committee (SBRC) for Modified Supplemental Amount and Supplemental Aid for the 2019-2020 At-Risk/Dropout Prevention Program in the amount of $1,087,877 for expenditures necessary to implement the 2019-2020 at-risk and dropout prevention program plans as approved by the Muscatine Community School District.
  11. Approved the resolution to dissolve the Muscatine Community Schools Foundation. 
  12. Approved the Memorandum of Understanding between Eastern Iowa Community College, Muscatine County Agricultural Extension District, and Muscatine Community School District for Shared Services of a Latino Outreach Coordinator for the Juntos Program in the amount of $15,000. 
  13. Approved the Proposed Plans, Specifications, Proposed Form of Contract, and other Estimated Cost of Said Improvements for the McKinley Elementary Project. 
  14. Approved the Memorandum of Understanding Between Muscatine Community School District and the Muscatine Education Association to Endorse and Commit to an Interest-Based Problem Solving Approach to Negotiations.
  15. Approved the lease agreement between the City of Muscatine and Muscatine Community School District for the Maintenance, Operation, and the Lease of Tom Bruner Field. 
  16. Approved the purchase of a used service truck from Roush Industries in the amount of $4,359.
  17. Jeff Sandberg with Legat Architects, along with cost consultant Steve Baumann of Russell Construction, and MHS Science staff presented information on the MHS Science/STEM Project, the design process, and estimated costs.
  18. Dr. Riibe updated the board on the Muskie Early Learning Center and preschool programming
  19. Financials for November 2018 were reviewed.
  20. The following upcoming meetings and events were announced:
    1. January 21, 2019 - No School, Teacher Quality Inservice
    2. February 11, 2019 - Regular Board Meeting, 7 p.m., City Hall
  21. The meeting adjourned at 8:37 p.m.
