Board Briefs for Monday, October 10, 2016 Regular Board Meeting

Below is a synopsis of the Monday, October 10, 2016 Regular Board Meeting. The meeting was held at City Hall in Council Chambers at 7 p.m.  Those board members present: Tim Bower, John Dabeet, Tammi Drawbaugh, Aaron Finn, Nathan Mather, and Mary Wildermuth. Also present: Superintendent Riibe and Director of Finance Tom Anderson.


  1. A public hearing was held on the sale of Washington Elementary. There were no written or oral comments received.
  2. MHS student council representatives gave an update on homecoming activities that took place recently and upcoming activities.
  3. Patty Freese, Nancy Schuler, Blanca Herrera, Lisa McKee, and Rachel Hansen were recognized for receiving the October Recognizing Excellence Award from their peers/community/parents. Congratulations! (You can nominate an employee by utilizing the Google form MCSD Employee Recognition Form.)
  4. No one spoke during Citizen's Speak.
  5. The consent agenda was approved which included:
    1. Minutes of 9/12/16 Regular and Organizational Meeting and the 9/26/16 work session.
    2. Employment Recommendations:
      1. Hire:  Courtney Eikenberry as Reading Interventionist at Grant Elementary.
      2. Resignation: Steve Chidester - MHS Boys Track Coach.
    3. The French Student Field Trip to Paris, France during Spring Break 2018.
    4. Policies:

      3. 501.3 Entrance Requirements

    5. Bills and Claims against the district dated 10/10/16.
  6. Approved the deletion of Policy 401.8 Physical Examination.
  7. Approved the Agreement with Mississippi Bend AEA for Driver's Education for the 2017-18 school year.
  8. Approved suspending policy 204.2 Regular Meetings of the Board to allow for the March 2017 regular meeting to be held on the first Monday of the month (Monday, March 6, 2017). 
  9. Approved the membership of the Site Based Review Committee/Teacher Leadership /Committee and Teacher Quality Committee.
  10. Accepted and placed on file the Physical Plant and Equipment Levy special vote results.
  11. Amended agenda item VIII. A. 2. c. to replace Tom and Ann Meeker with Muscatine Downtown Investors represented by Tom and Ann Meeker.
  12. Approved the Resolution for the Sale of Real Estate, 610 Maiden Lane (Washington Elementary) to Muscatine Downtown Investors represented by Tom and Ann Meeker in the amount of $275,000. 
  13. Approved the district to seek bids for two activity vans and four school buses. 
  14. Krista Regennitter, ISU Extention Director, presented information on the Juntos Program.
  15. Elementary Principals Corry Spies, Mary Beilke, Joelle McConnaha, Curriculum Professional Development Leader Jackie Kilburn, and Director of Teaching and Learning Becky Wichers presented information on the new elementary reading series Journeys.
  16. The board heard a first reading on the following policies:
    1. 501.5 Elementary and Middle School Transfers
    2. 501.6 Non-resident Tuition
    3. 501.9 Approval of Open Enrollment Transfers – DELETE
    4. 501.11 Private Instruction
    5. 501.12 Dual Enrollment
    6. 501.13 Student Transfers In
    7. 501.14 Student Transfers Out or Withdrawals – NEW
    8. 501.15 Resident Students – NEW
    9. 501.16 Pregnant Students – NEW
    10. 501.17 Students of Legal Age – NEW
    11. 502.6 Student Drug, Tobacco, Alcohol Offenses
    12. 502.7 Search and Seizure
    13. 503.1 Non-discrimination Students – DELETE
    14. 503.10 Care of School Property – NEW
  17.  Director of Finance Tom Anderson provided an overview of the financial statements for July, August, and September.
  18. President Drawbaugh announced the following upcoming meetings and events:
    1. October 12, 2016 - MBAEA Board and Administrator Banquet
    2. October 13, 2016 - Muscatine Sister Cities Honors Former Mayor Dick O'Brien, 4:30 p.m., Friendship Park
    3. October 24, 2016 - Board Work Session, 6 p.m., MCSD Admin Center Auditorium
    4. October 24-27, 2016 - Parent/Teacher Conferences
    5. October 27, 2016 - 2 HR Early Dismissal
    6. October 28, 2016 - No School - P/T Conference Comp Day
